PMP developed the new Whisky Visitor Centre and Tourist Attraction at Tullibardine, Perthshire on behalf of Kenmore Group. The project included the recommissioning of the mothballed Tullibardine single Malt Distillery – previously owned by Jim Beam brands – together with the provision of approximately 50,000 sq ft of retail floor space and Tourist Information Centre. Due to the architectural quality of the development which required to be sympathetically modelled on the surrounding environment, a traditional procurement route with the developer appointing a full Design Team prior to tendering any single stage selective competitive tender process was followed. This difficult project – which was developed around a site comprising environmentally sensitive landscaping, a small river pivotal in the salmon population of the River Tay and in an environmentally sensitive conservation village was a challenging project from start to finish, with a number of changing parameters. At the outset, the Design Team had been advised that the existing Waste Water Treatment Plant would require a minimal upgrade, however as the project progressed with Scottish Water, it became apparent that a more comprehensive refurbishment and upgrading of the Blackford Waste Water Treatment Plant would be necessary. Effective Project Management of this process right up to the point of selecting a “Design and Build” contractor for the upgrade in comparison with having Scottish Water upgrade on a “Capacity Agreement” allowed the client to select a process which minimised the potential risk at a cost effective level.
